Advance Rate Shipping is an offline csv based shipping method for Magento 2. It will allow the admin to add multiple rates via csv. Admin can set these rates according to the country, region, city, zip code with weight or cart subtotal or quantity.
Admin just needs to upload the CSV file with the rate calculation information and then the customer will get the custom shipping rates. Admin can also export the rate information in the form of CSV files and can restrict the rate calculation process by weight or cart subtotal or quantity. Admin can allow free shipping, can set the maximum allowed weight and minimum amount for free shipping.

Specify several custom shipping rates on the basis of region, zip code, weight, etc.
Admin has the facility to enable or disable this module any time from admin panel.
Settings are available with admin for maximum allowed weight and minimum order amount for free shipping.
Skip or use virtual and downloadable products during shipping rate calculation.
Set handling fees for shipping and define rates according to any combination of destination & order or qty or weight.
Restrict shipping country and provide support for choosing specific country.
